Cataclysm: Build 13221 Restoration Druid (almost) Final Design

We are getting close to the final design of the Restoration Druid at level 85. Since the strong change to Efflorescence, all the small patches have tweaked the spec and answered most of our concerns. The incoming build 13221 seems to continue in this way with small but non negliglible changes.
- Rebirth now has a 10 min cooldown, down from 30 min.
- Swift Rejuvenation is now a 1-Rank talent, down from 2 Ranks. Now reduces the GCD of Rejuvenation by 0.5 sec.
- Efflorescence now heals nearby targets for 20/40/60% of the amount healed by Swiftmend over 7 sec, down from 7.5 sec.
- Natural Shapeshifter now also increases the duration of Tree of Life by 5/10 sec.
The last few weeks have been full of changes. I often noticed being asked for a Battle Res. while I did not have it ready. 30min was pretty long, but we could not rely on a BR anymore which was a good thing. We wiped on some bosses because of 3-4 deaths while no druid had his BR up, especially when a tank died.

The last little patch corrected the bug with Swift Rejuvenation on the BETA so I respecced with 1/2 in it. Now it becomes a 1 point talent, removing the potency of haste for Rejuvenation. Before that, you had the choice to spend only one point and benefit from your haste to cover the other 0.3s needed. Will we keep speccing into it? Definitely.

Finally, we have seen a lot of complains about how useless was Natural Shapeshifter. A buff on it was needed because even for a tier 1 talent, 30% reduce mana cost on Shapeshift was useless. Anyway, we don't have any Shapeshift in pve as Restoration.
- Soothe now has a 1.5 sec cast time, up from Instant
Slight nerf there but it's mostly to line up with other enrage dispells.

I still have some concerns about talents, but I welcome these changes. Good news, I finally played resto in raid, I will bring updates later (plus movies!). On a side note we also killed Al'akir and Nefarian on the Beta.

Little edit to let you know that Efflorescence can now crit on the BETA. It has been reported that it can crits on live too, but with a very very low crit chance. This is quite a nice improvement for throughput.
